[openspending-dev] Unable to save model

Hello,

I'm trying to create model for this data file:

http://www.townlife.com/themes/Other/budget/3/2004.txt

But when I set up all dimensions and click "Save Dimensions" it just
reloads the Dimensions page and doesn't save it.

The dataset: https://openspending.org/alberta_exp

I have also tried to save it via API and it says "Model is not well
formed". The model is here
http://www.townlife.com/themes/Other/budget/data/model.json

What am I doing wrong?
