[wdmmg-discuss] Local Spending Reports consultation

In case other members of the list haven't seen this, there's a 
consultation gone up re the next set of Local Spending Reports.

This was based on a pretty good report to Parliament, however think this 
consultation has a number of shortcomings, most notably no discussion 
about how they will help, or be an incremental step towards, tying up 
spending by/for different branches of government, particularly 
categorisation.

I'll be doing a response, but might be worth one of the core team doing 
also (Lisa?)

There's also a new flashy front end to the existing spending at
