Not certain that I'm understanding the code properly, but
consider this fragment from cofog_map.js:

    ["01.2", "EU transactions", "GNI-based contribution (net of
abatement and collection costs)"],
    ["01.2", "of which: international services", "1.2 Foreign economic
aid"],

When the data is imported, the function of government returned
for lines in the input with both of these gets mapped to 01.2 and
any other information is no longer preserved. In particular the
"of which" hint is lost.

I believe the meaning of these badly formed columns in the CSV
are that the first is all EU transactions and the second is only
those transactions which have to do with foreign economic aid.

The result of this is that when the aggregation is done I think
they are both added together, counting e.g. the amounts in the
second line twice, and similarly for other cases in the CSV that
have an "of which" description.

Please tell me I'm wrong!
