[wdmmg-discuss] Server refresh

I've just uploaded a new version of the software to the server. The new 
features are:

  - A human-readable version of the aggregator, with reduced functionality, 
but with navigation links to let you build up your query merely by 
browsing. Can link to the result tables.

  - A first stab at a tax calculator. It is very simple and approximate 
(about 30% error), and takes the form of a web API call. Simplest example:

 	http://data.wheredoesmymoneygo.org/api/mytax?income=20000

  - De-jargonised COFOG categories, based on the Google spreadsheet 
discussed earlier.

  - Detailed COFOG descriptions copied from level 3 to level 2 where 
previously missing.

  - One or two bugfixes.
