[OpenSpending] [okfn-br] OpenSpending in Brazil (also the HackerBus)

It's pretty straightforward to get the data there after the python scripts
cleans it up. I'll tweak the script further so it can automatically load
the data onto thedatahub...

Lucy and all, do you knwo if it is possible to create the dimensions
mapping programatically?
