Good job Lucy.

I will be here on thursday.

If I had to write this categorization, I'd analyze what kind of tools 
are useful for each PB stage :
- building capacities
- mobilizing
- setting priorities
- deliberating
- voting
- scrutinising...

Most of those tools are dedicated to only one stage.
