Just a quick email to point you to the lastest open spending blog post 
describing the first day of a workshop held in Sarajevo last week.

The workshop brought together policy experts and developers from the 
Balkans and Eastern Europe. Over three days we explored ways to deliver 
national budgets and spending data and the technology available to achieve 
this.

There's a great section towards the end called Tony's Tips from My 
Society's Tony Bowden.
