[OpenSpending] First Steps for Participatory Budgeting in Finland

A quick note for those who: 

* Are interested in developments regarding Participatory Budgeting in Europe (in this case, Finland)
* Will be at OKFestival (http://okfestival.org/) this Friday and looking for people to connect with on the topic. 

Finland is test-driving participatory budgeting at a local level in Helsinki by consulting with the public on plans for the future of the public library. As part of this process, they have been using visualisations from OpenSpending to help people to understand where money is allocated.

Raimo has helped to organise a talk with the World Bank's Tiago Peixoto on PB on Friday (http://okfestival.org/participatory-budgeting/). Highly recommend anyone interested in the topic who will be at the festival to swing by!
