[OpenSpending] Additions to OpenSpending Cities Map - there are now 39!

Thanks Rufus! Obviously not possible without the amazing tools the OS team
built. If a non-coder can build a budget viz site in his spare time, I'd
say you all have created something useful. Now to improve documentation a
bit so I can stop bugging the developers :)  let me know if I can help.
