[OpenSpending] Spending Stories in spanish

Hi everybody,

A bunch of people from OpenKratio amazed with the Spending Stories project
are willing to contribute with local stories from Spain. What should be the
first steps? Is there any starting guide for contributing with local
stories in other languages?
