[OpenSpending] Finding documents

Hi Johnny,

I'm looping in our mailing list, as others might be able to chip in with
useful information.

The source: The Financial Transparency
System<http://ec.europa.eu/budget/fts/index_en.htm>from which the data
originates is published by the European Union.

As for the original document ID/number this is likely more tricky to
locate. I don't know if additional information can be traced at national
governments, for instance.

Does anyone else know where to locate additional information about grants
in the EU Financial Transaprency System?
