[OpenSpending] Updating Moldova BOOST data

The data seems to be in the exact same format (got to love BOOST), so
updating the data is merely a matter of converting the sheet to CSV and
importing it. The only concern I have is that this a Moldovan/Romanian
dataset while the previous version we had was in English. This may lead to
duplications in the data. Is English available for 2012?
