[OpenSpending] Help review spending data in Open Data Census

Thanks!
So what would you suggest would be the appropriate rating for Canada on
"spending data" based on what we'd positively now?
2 (*in bold*) out of 7?
- *Data exists*
- It's unclear if it's openly licensed
- It's **publicy available
- It's machine-readable
- *It's digital*
- It's **up-to-date
- It's **available in bulk
