[OpenSpending] Help review spending data in Open Data Census

I wouldn't consider spending data equivalent to the list of pre-qualified suppliers. I was simply answering a bullet point that asked for a link to that list. As far as the list goes:

- Data exists
- It's openly licensed
- It's publicly available
- It's machine-readable
- It's digital
- It's up-to-date
- It's available in bulk
