[OpenSpending] Open procuring: how does your country perform?

Hi Julia,

Thanks for sharing this. Glad to see that the procurement mapping is moving
forward!

I think it would be useful also to focus on concrete questions like a) the
URL for the national procurement register and b) data formats available.

>From looking at the European procurement register it seems to me that
official policy matter much less than how the reporting procedures are
actually set up. Look forward to continue the discussion.
