[OpenSpending] Maintenance: February 4, 2013

Hi again,

We just wanted to send you a quick update.

We have tested the migration on our test server and everything went
well. So we are now going to put the main server into read only mode.

This means you will not be able to create or update your datasets for
the next 5 hours or so.
