[OpenSpending] Russian public spending developers contest

Hi Ivan,
Congratulations! This is really fantastic achievement - great to see the
competition launched!
To help the community work with the data and possibly help import it into
OpenSpending, would you be able to share some information in a ticket on Data
to Load <https://github.com/openspending/datatoload/issues>?
It would be good to know:
- the link for the raw data
- the format of the data
- how the community can help (data cleaning, formatting?)
I would also ask if you would be interested to join the next upcoming
Community Hangout on Wednesday 5 March to speak about the competition and
clearspending.ru?
Thanks again for sharing this! Please let us know how we can help spread
the word about the competition (we will tweet today). Would you be up for
writing a guest post on the OpenSpending blog?
