[OpenSpending] Is there a "start here" doc for a government looking to become more transparent with spending info?

I'd like to pass something along to some governments in my area.

Something that summarizes the top five steps and top five examples of
success/impact.

I am also interested in tools that you could recommend and say, "these
governments figured out how to leverage software from XYZ and didn't
need a whopper budget allocation to go open."
