[OpenSpending] New Satellite site budget Rotterdam

Dear all,

Anders asked me to share with you the news that we produced an Openspending
Satellite site for the budget of Rotterdam. It (at this point in time)
contains the 2014 budget. As well as the slightly customized treemap, it
has a customized multi-year barchart and a table that shows the changes
over te years.

Loading times are a bit unfortunately, because I'm still making more
Openspending API calls than would be strictly necessary.
