[OpenSpending] Procurement app?

It's a great question! Some of my favourite work on procurement comes from
the Slovak republic, e.g. this great app from the fair play alliance (
http://znasichdani.sk/) and from Transparency Intl. (
http://tender.sme.sk/en/reports?cut=contract_date:2014,10).

There's also some interesting stuff around e-ProMIS in Kenya,
http://e-promis.code4kenya.org/.

We've done a bit of work in European procurement here:
http://ted.openspending.org/ - but it's just a data dump, the app is really
simple: http://usual-suppliers.pudo.org/
