[OpenSpending] Procurement app?

Hello Concha

We have some procurement apps and visualizations created during
"Clearspending contest" http://clearspending.ru/apps/ by developers. Since
we provide open API for Russian procurement data
http://clearspending.ru/page/for-developers/ and open datasets too -
http://clearspending.ru/opendata/.

Also we have our own Adroid app for procurement data and it will be public
in a few weeks.
