That's a tough one, we have the same issue in EU Commission expenditure,
for example. I guess you have three options:
1) Split up the contract into parts and pro rata the price. Depending on
what you want to do with this, the result may be OK, but of course the
amounts themselves become fictional.
2) Make a consortium supplier, i.e. just put all their names together
separated by commas. You can JSON-encode their individual names into a
secondary dimension if you want to use this in a UI somewhere.
3) Make noise with the government to get detailed breakdowns :)
Option four would be to support multiple values in the core software, but
that seems like modelling a weird type of ambiguity with little gain in
understanding.
I'd go for 2 + 3.
