How's this?

"In addition, the existence of a registry of public domain works would
provide an invaluable resource for artists. The value of appropriating prior
art within a new work has long been recognised, and a great many of our most
prized cultural assets build upon prior artistic endeavour, from Romeo and
Juliet (a dramatisation of a poem by Artur Brooke) to the work of visual
artists such as Andy Warhol and Jeff Koons. As both Warhol and Koons well
knew, copyright law could provide a barrier to their creativity, both having
been involved in high-profile copyright-infringement cases. The public
domain, therefore, provides a body of work which can be appropriated,
adapted, modified, and built upon - inspiring artists, without the threat of
legal action."

I've managed to successfully avoid including the Picasso  "bad artists copy,
good artists steal" aphorism which seem sto have become a bit of a fixture
in these sorts of documents, IMO. However, do you think I should stick to UK
examples of artists working with appropriation techniques? Koons and Warhol
are / were both from the US.
