By the way, another initiative that would be relevant for your effort (if I understand it well now, of course) is the ARROW message profiles [1].
I've not checked the details, but they might well have gone already a long way at finding a "metadata profile for calculating rights" that also fits your needs (for bibliographic works). And one profile that has been validated by some thorough experiments, which is always good :-)
