I think the audience needs to be very clearly defined.

If it is primarily for GLAM people in need for instruction I think it can be
a lot more technical because they generally know the problems quite well. It
could even spoof instructional videos for something else to make it more
fun, like a technical manual to open the public domain, or a health and
safety guide.

The only thing regarding GLAMs is that the main reason to enclose the
digitised public domain seems to be finance, so the video would need to
address this. Maybe it should clearly ask for public funding for
digitisation.

On the other hand, if the video is for citizens and the aim is to get them
to take action in contacting their local cultural institution, then the
story needs to be a bit more dramatic, like Save our Culture before it
disappears, with a sense of urgency and clear call for action, NOW!

>From a campaign perspective, it could be better to have 2 or 3 targeted
videos that move different segments of people to action. Also, they should
be released as part of a week of action or some event that can benefit from
some coordinated effort by viewers.

For us in UK this could possibly be around asking the British Library to
time limit the restrictions on public domain copies from the Google Books
deal.
