[School-of-data] Data Explorer Mission: Project Plan (please read me)

Just to be clear, this is an update from the flight deck on P2PU + School
of Data initiatives. We're working with Anders Pedersen from OKFN and Anna
Sarkoyan, rockstar learner from the previous iteration of the Data Explorer
Mission.
