Deadline for submissions to the U.S. Geological Survey, Office of
Acquisition and Grants is 2:00 p.m. Eastern Daylight Time (EDT)
February 1, 2006.

The GeoConnections Secretariat and the U.S. Federal Geographic Data
Committee (FGDC) are pleased to release their fifth joint request for
proposals (RFP) for a Canada-USA spatial data infrastructure project.
They are now soliciting proposals to develop cross-border, regional
online mapping portals that access geospatial data and information in
real time from distributed sources over the Internet.

Successful projects will stimulate cross-border cooperation through
the use of distributed thematic and framework geospatial data. The
regional mapping application developed by these joint demonstration
projects will cover a continuous piece of geography including both
Canada and the USA, and will enhance further understanding of the
complexities, challenges and effort required in utilizing framework
thematic geospatial data to address an issue common to the two
countries. Projects will establish a collaborative process that
provides different kinds of organizations with the ability to
integrate and share local level data among different users.

The applications must make use of the standards endorsed by
GeoConnections and the FGDC, and the technologies that form part of
the Canadian Geospatial Data Infrastructure (CGDI) and National
Spatial Data Infrastructure (NSDI).

Applications should support decision making in one the following issue areas:

 Public Health: pandemic outbreaks/disease surveillance
 Public Safety: natural hazards forecasting/warning systems
 Environment/Sustainable Development: Polar Regions
 Matters of interest to Aboriginal communities: land and resource
management or community planning

Proposals will be accepted from government departments or agencies
(local, provincial/territorial, or federal), Aboriginal organizations,
Crown corporations, academic institutions, private-sector
organizations, or non-government organizations and must include at
least two Canadian and two U.S. organizations.

Le Secrétariat de GéoConnexions et le « U.S. Federal Geographic Data
Committee (FGDC) » lancent leur cinquième demande de propositions
(DPP) d'un projet conjoint Canada-États-Unis d'infrastructure de
données spatiales. Ils sollicitent des propositions en vue de mettre
au point des portails transfrontaliers et régionaux de données
cartographiques en ligne permettant l'accès à ces données et
informations géospatiales en temps réel à partir de sources réparties
sur le réseau Internet.

Les projets retenus favoriseront une coopération transfrontière
utilisant des données-cadre géospatiales commune et thématique. Les
applications de cartographie régionale établies par ces projets de
démonstration, couvriront une région géographique continue qui inclue
une portion du Canada et des États-Unis, et vont permettre d'améliorer
la connaissance de la complexité, des défis et des efforts requis dans

établiront un processus de collaboration englobant différents types
d'organisations avec une capacité d'intégrer et de partager les
données de niveau local entre différents usagers.

Ces applications doivent obligatoirement s'en tenir aux normes
avalisées par GéoConnexions et « FGDC », et utiliser les technologies
qui font partie intégrante de l'Infrastructure canadienne de données
géospatiales (ICDG) et de « National Spatial Data Infrastructure
(NSDI) ».

Les applications devraient faciliter la prise de décisions en ce qui a
trait aux domaines et aux enjeux suivants :

 Santé publique : déclanchement de pandémies/surveillance des maladies
 Sécurité publique : prévision des désastres naturels/systèmes d?avertissement
 Environnement/développement durable : régions polaires
 Enjeux autochtones : la gestion des terres et des ressources ou la
planification communautaire

On acceptera des propositions émanant de ministères ou d'organismes
locaux, provinciaux/territoriaux, ou fédéraux, d'organisations
autochtones, de sociétés d'État, d'établissements d'enseignement, des
partenaires du secteur privé, ainsi que d'organisations non
gouvernementales. Elles doivent inclure au moins deux (2)
organisations canadiennes ainsi que deux (2) organisations
américaines.
