Not so much a muni mesh nor 'interconnected hotspots', rather pay-as-you-go 
back end RADIUS (AAA) system networks for access to wlan access points 
provided by 'service aggregators' such as iPass.

Anyone remember Boingo and appropriation of CWNs around the world as their 
branded hotspots/points of presence?
