Just to point out, it is simply not possible to assume that the
software will be installed on a debian/ubuntu system. If that were a
hard requirement we simply would not have been able to install CKAN at
informatics (at least not without going through an enormous
administrative hassle and effectively committing that it will at no
point in the future be officially supported by by the support staff
because they've standardised on a different kind of Linux).

So even when the debian packaging is working perfectly, we still
should not abandon the manual method (and documentation).
