For SOLR 4 on Ubuntu 12.04, I suggest downloading the binaries, e.g.
http://archive.apache.org/dist/lucene/solr/4.3.1/solr-4.3.1.tgz
That's what we have set-up, although I don't have the instructions
after this to help you with it further I'm afraid.
You might find SOLR 3.x on a PPA, which might be easier, but I
couldn't see one from a cursory glance.
