[ckan-dev] Use ofs-hero if persisted_state.json is corrupted

Hi there,

we encounter currently a similar issue than [1], so
the persisted_state.json of pairtree is corrupt and does not contain all
files that have been uploaded. After some research I learned about ofs-hero
[2].

Is this for 2.2.1 still the way to go? Or has pairtree been replaced by
something else as suggested in [1]?
