[ckan-dev] Use ofs-hero if persisted_state.json is corrupted

Huh, that's weird. The filestore in 2.2.1 does not *write* anything to the
persisted_state.json file, so it should not be corrupted. It only *reads*
from the persisted_state.json file.

Are you sure you're on 2.2.1? Are you on 2.1.2?
