[ckan-dev] add/connect the vocabulary to custom fields.......................

Added the default custom fields to ckan using IDataset plugin, so custom
fields gets added in table package extra.

After that want to connect vocabulary to custom fields.
Follow steps as per below documentation

ie tag vocabulary  but my custom fields gets added to tags
that is package extra fields added to package_tags.

then what is proper way to create vocabulary to custom fields ?
the only use tag vocabulary is way there for that ?

when I call get api for dataset details the tags not showing in response.
