[ckan-dev] (New?) Group membership in CKAN 2.3

There was a pull request to make this behaviour optional that probably
needs to be updated a bit to work ("This pull request contains merge
conflicts that must be resolved.") https://github.com/ckan/ckan/pull/1665

Does anyone have a more recent patch?
