Aha, in that case I would create a separate package for the police
force info versus say the pension info (even if there is an overall
openlylocal package). We now have package relationships in CKAN and
going forward these could be used to link the overall openlylocal
package with these specific ones (NB: relationships are not yet
editable in web user interface quite yet -- but are in API and read
view).
