logged_in user is not used any more

basically you need to be a member of a group to add datasets.  I'm not
clear if you need a specific membership type.  But it will be the same as
for an org member.  the add member link is not on the templates in 2.0 but
is in 2.1

We need to do a review of the membership stuff for groups and orgs in 2.1
and make any improvements needed there was a lack of qa on this in 2.0 as
all the efforts went into orgs not groups
