[CKAN-support] setting resource mime type

Hi Support
I'd like to find out how the mime type (resource metadata) is determined. Is there some automatic mechanism for this. The reason I'm asking is that Smart Services Queensland brought this up with me as one of their departments created this:
https://data.qld.gov.au/dataset/state-sport-and-recreation-organisations/resource/f4300e85-f5e5-485d-81e3-c47e088d0fa3
... but they don't know why the mime type is showing as 'text/plain' instead of 'text/csv'.
Would this mean that the they have mistakenly set this field to the wrong type or that CKAN has decided the type?
