[ECODP-dev] evaluation new ODP site

Hi Bert,

I think we need to break this into two issues

- Link to the add dataset page is missing - This is on the list and will be
added
- Whether the add dataset form is usable under the new them. Please can you
test this and confirm by logging in with a user which has permission and
going directly to http://odp.tenforce.com/data/en/dataset/new
