[ECODP-dev] evaluation new ODP site

The add dataset button for that user is only on

http://odp.tenforce.com/data/publisher/cnect

there is no global add dataset button only one per publisher.  The other
account thepublisher/acp1 did not have any publishers accociated with it (I
added one to test) so there was no way to get to the new page.

We should either

1. Add a global add dataset button again (but where)
2. (preferable) give users an easy way to find publishers they belong to.
