[ECODP-dev] namespace migration of existing release 00.09.00 database to release 01.00.00

I don't see how we'll be able to position this as a Change Request since 

a) the migration as such is an integral part of the deliverable

b) PO having a consolidated collection of packages was never stated as a
pre-requisites.

Hi Bert,

Thanks for your email. It's a shame the PO don't have a record of the
packages. 

As you know updating the catalogue record for the existing datasets is quite
a complex piece of work and it's not covered in the specification for this
release. Furthermore this request has come very late in the release process.

Therefore I think we would need to treat this as a change request if it's
definitely needed. Please let me know how you'd like to proceed.

So can you consider to upgrade the process to replace also each occurrence
of 

"http://ec.europa.eu/open-data/" with "http://open-data.europa.eu/" inside
the RDF fields.
