[euopendata] Change of telco data

Amazing -- thanks Ivan!

One minor correction: we already use IRC channel at #okfn on
irc.oftc.net or via web at: http://ur1.ca/4fh. The web interface to
the W3C channel at irc.w3.org is great though! ;-)
