[euopendata] Request for information: recent PSI/open gov data developments in your country

Hi all,


In Norway the EC PSI Directive was implemented in law January 1st 2009. It is followed up by the ICT minister by a site data.norge.no<http://data.norge.no> -  which is soon to be announced. There has also been work from the Ministry on licensing, guidelines and not the least from January 1st 2011 a statement from the Ministry saying:

" Fra 1. januar 2011 skal alle egnede rådata gjøres tilgjengelig i maskinlesbare formater. - Dette gjelder informasjon som har samfunnsmessig verdi, som kan viderebrukes, som ikke er taushetsbelagt og der kostnadene ved tilgjengeliggjøring antas å være beskjedne, sier fornyingsminister Rigmor Aasrud.  Kravet skal inngå i alle tildelingsbrev som departementene skal sende til sine direktorater og etater for 2011 for å beskrive hva de skal gjøre kommende år."

Which loosely translate to:

"From January 1st 2011 all suitable raw data shall be made availiable in machine readable formats. - This goes for information of public value, that can be reused, is not subject to a confidenciality agreement and where the cost of making the data available is modest, says minister Rigmor Aasrud. The requirement will be put through a letter of instruction to the departments to be sent to their directorates and public agencies for 2011 to describe wht they are to do in the year to come (2011)."

More details, unfortunately in Norwegian only [1]. As for shifting attitude, we see a slow move. Some important agencies are however holding back - often based on arguments related to a required commercial income in their own agency, privacy laws or other related laws. Also a related EC directive, the INSPIRE directive, is having strong impact restructuring the Mapping Authority in Norway, and this takes priority over publishing geo-data here - delaying a change here.

At the end of next week the European Commission's PSI Group (see http://ec.europa.eu/information_society/policy/psi/facilitating_reuse/psigroup/index_en.htm ) will be meeting in Luxembourg. As you can see in the programme (see link to pdf in the news section in the bottom half of the page http://ec.europa.eu/information_society/policy/psi/index_en.htm) I have been asked to give a 20min overview of 'recent developments' in EU Member States regarding PSI re-use / open gov data. This is a bit of a change from the first draft of the agenda, and the follow-up e-mail asks specifically for 'facts' about the current status.

So here's my question to you:
What are, in your opinion, for your country the most interesting developments regarding PSI/open data. Both in actual progress made, as well as e.g. shifting attitudeds within your government institutions etc.

I will be grateful for your input, and will use as much as possible of it in my presentation to the EC PSI Group next week.
