A partial comparison of the words and phrases used in the European
Commission July 2004 draft of the proposed INSPIRE Directive and that of the
Council draft published in January 2006 provides some interesting examples
of how the emphasis of the Directive gradually changes as the Directive
passes through the co-decision process.

A partial word and phrase analysis has been attached for information.  The
attached documents contains 317 words and phrases and these have been sorted
in four ways. 

- Alphanumeric
- EC draft number of occurrences for each word or phrase
- Council draft number of occurrences fore each word or phrase
- Differences between the two
