Tom,

What about a toggling the annotation of particular paragraph via :hover or
:target? You could keep the information density at bay by only displaying
hints of the annotation when a user focused on the section of interest.

Or maybe a annotation toggle at the beginning of each paragraph to
show/hide annotations for a specific paragraph. Something like:

*[ann]*
Alice was beginning to get very tired...

I might throw together a couple of thoughts into a design later tonight
(Seattle time).
