[kforge-dev] Kforge activity and making discussion more public

I realize that there has been pretty minimal traffic on this list. This 
does not reflect inactivity in kforge development work -- in fact quite 
the opposite, but because those who have worked on KForge stuff recently 
have been physically together it has been easier to coordinate 
face-to-face. However while more efficient at an early stage of the 
project I think the time has come to make sure that more of the 
discussion about development is publicly archived, especially where it 
concerns design decisions. This will both create a 'paper-trail' for the 
future, provide a log of activity and make it easier for other people to 
get involved.
