[kforge-dev] ptach for using trac 0.10.4

Hi,

I've tried using trac 0.10.4 and got an error page when trying to create trac 
service on a test project. The problem is: in kforge/plugin/trac/command.py 
variable templates_dir is set empty when trac version > 0.10 but it should be 
empty, when trac version >= 0.11 - Patch is attached.
