thank you walter for clarifying my point. let me be more verbose myself:

unfortunately this is not only limited to "nationalities". persons of interest
can be any nationality, persons who do care for privacy are seen as a threat
to some quite powerful business interests whose well-being is considered
important, like in the RIP Act:

grounds of national security, and for the purposes of detecting crime,
preventing disorder, public safety, protecting public health, or in the
interests of the economic well-being of the United Kingdom,..."[0]

furthermore consider the statistic that the uk has one cctv camera per
inhabitant[1]. that the uk is the tap for the nsa on most european
communications[2], that UK representatives have been the sockpuppets of the
data kraken and the financial industry during the european data protection
regulation[3], border searches and seizures are routine, while data can be
downloaded from laptops and phones[4].

are all examples of the regime walter and i were referring to. making people
critical to these issues automatically persons of interest in the scope of

"preventing disorder, public safety, protecting public health, or in the
interests of the economic well-being of the United Kingdom"

compromising costs for human rights is never a good idea.
