[od-discuss] [Open-data-census] [CLARIFICATION REQUIRED] Can PSI Licence be considered an "open" license?

I agree with Andrew,

In addition, I think that indemnities are also inappropriate for open
(data) licences.  But I appreciate the definition is silent on this issue.
