This looks very sensible. I'd suggest on (2) that as well as okfn-discuss,
the lists of Open Knowledge local group and working group coordinators be
informed. They can gather responses from their respective groups and feed
them back. This would also help secure good input from international
perspectives, as well as specialist topic areas.
