[od-discuss] OGL UK v3.0 decision time

I'm +1 on the submitted version.

Re Aaron's edits whilst it is great to get these I suspect we are now at a
fairly late stage and imagine National Archives don't want to take this
past legal at their end. As I could not see anything legally substantive in
the edits I'm happy to accept the original version.
